Chiropractor faces 107 years in U.S. prison


Burlington doctor arrested on extradition warrant Tuesday night

A Burlington chiropractor faces up to 107 years in a U.S. prison and a quarter-million-dollar fine for allegedly defrauding the American Medicaid program four years ago.

Dr. Bill Adams, 39, was arrested at his Brant Street practice on an extradition warrant Tuesday evening when a patient he was about to treat turned out to be a member of Hamilton police’s Fugitive Apprehension Unit (FAU).

Adams, a Lebanese-born Canadian, is wanted in the U.S. on 15 Medicaid fraud and perjury charges after he fled an order to appear a second time before a Pennsylvania grand jury in 2007.

Hamilton police FAU commander Sergeant Michael Csoke said Adams was put under surveillance after U.S. authorities requested his extradition earlier in September.

Adams was found after his name and photo appeared on the website of Natural Care Clinic, which bills itself as “ Burlington’s best naturopathic medical clinic.”

According to court documents, Adams is accused of billing Medicaid for fake chiropractic treatments when he worked as the primary chiropractor in the Advanced Spine Center in Allentown, Penn., in 2005.

Adams doctored daily billing sheets, the documents claim, in part to take advantage of financial incentives offered by the clinic’s owner Future Management Corporation based on the number of patients treated.

Other staff at the Advanced Spine Center became suspicious of Adams’ billing practices and reported him to Pennsylvania justice authorities.

Along with the fraud felony charges, Adams is also charged with perjuring himself before a grand jury in 2006 when he denied defrauding Medicaid. According to Canadian extradition arrest warrant documents, the chiropractor fled the U.S. when he was summoned before a second grand jury in 2007.

Adams was to appear in a University Avenue Ontario Superior Court in Toronto for an extradition hearing today.
